The Entry of Green Jobs in the World Of Work

As the global community grapples with the issue of climate change, governments worldwide are increasingly emphasising sustainability and environmental conservation. The notion of “Going Green” has gained significant momentum in recent times, and has now emerged as a critical element of economic policy and planning. The recently announced Union Budget 2023 in India, which outlines the financial roadmap for the upcoming fiscal year, has generated significant interest regarding its potential to bolster ‘Green Jobs’ and facilitate the transition towards a sustainable economy. The global momentum towards ‘Net Zero’ emissions has been reinforced following the COP26 summit in Glasgow, and Indian MNCs have demonstrated a keen interest in the same, with India committing to achieving ‘Net Zero’ by 2070. This has created numerous avenues for Green Jobs.

The government has demonstrated a strong commitment to creating Green Jobs and fostering a Green Economy. It has proposed measures to create a substantial number of green jobs, enabling the youth to contribute towards building a sustainable economy while prioritising environmental health. The government has also announced the National Green Hydrogen Mission, with an initial outlay of Rs 19,744 crore, which is expected to generate over 600,000 green job opportunities shortly.

What is going green and what is a green job?

Going Green entails adopting practices and policies that prioritise environmental protection and preservation. It involves making a conscious effort to reduce environmental impact, promote sustainability, and mitigate the effects of climate change. In the realm of employment, Going Green involves creating environmentally friendly, socially responsible, and economically sustainable jobs. A Green Job is any type of employment that aligns with the principles of Going Green and contributes to the cause of environmental protection, resource conservation, and sustainable development.

What does the Union Budget 2023 have in store for green jobs?

The Union Budget 2023 has been highly anticipated by a diverse range of stakeholders, including environmentalists, sustainability experts, businesses, workers, and citizens concerned about the environment. The budget is expected to offer insights into the government’s vision and unwavering commitment towards fostering a green economy, creating Green Jobs, and supporting initiatives aimed at mitigating climate change.

An essential element to scrutinise in the upcoming budget is the allotment of funds towards sustainability and environmental conservation initiatives. This encompasses investments in renewable energy, waste management, pollution control, sustainable agriculture, and other green sectors. It is imperative that the budget allocates adequate financial resources for research, development, and implementation of eco-friendly technologies and practices that contribute to sustainable economic growth. Additionally, funding for environmental education, skill development, and training programs can be pivotal in creating a skilled workforce for the Green Economy.

Another crucial aspect that must be considered in the budget is the promotion of policies and regulations that incentivise businesses to adopt sustainable practices and create Green Jobs. This can include tax breaks, subsidies, and other financial incentives for companies that invest in renewable energy, adopt green technologies, and engage in eco-friendly production and consumption. Encouraging companies to embrace environmentally responsible practices can foster the creation of more Green Jobs and accelerate the growth of the green economy.

What more can be done?

  • It is crucial to prioritise social and environmental justice in the Green Job market by ensuring that its benefits are accessible to all segments of society, including marginalised communities and vulnerable groups. Targeted policies that promote inclusivity, diversity, and equity can be implemented to achieve this objective. Additionally, the budget can support initiatives that focus on providing decent wages, safe working conditions, and social security measures to workers in the Green Economy.
  • Innovation and entrepreneurship in the green sector should also be encouraged by the budget. Measures such as research and development grants, technology incubation programs, and funding for start-ups in the green space can be put in place to promote innovation. Encouraging innovation can lead to the creation of new and sustainable business models, products, and services, which in turn can generate more Green Jobs and drive economic growth.
  • Transitioning from a linear economy to a circular economy, where resources are used efficiently and waste is minimised, should be a priority for the budget. This can be achieved through promoting resource conservation, recycling, and upcycling. Supporting initiatives that promote circular economy practices can create opportunities for Green Jobs in areas such as waste management, resource recovery, and sustainable production and consumption.
  • Capacity building and awareness creation among various stakeholders, including workers, businesses, and communities, should also be emphasised by the budget. Educational programs, training workshops, and awareness campaigns can be implemented to promote sustainability and environmental conservation.

The Budget Union 2023 is detrimental in setting the tone and pace for Green Jobs. The measures taken by the union must be adhered to strictly and well if India envisions a Green Economy to flourish properly.
