Committee On Labour Suggests Unemployment Insurance For Unorganised Sector Workers

The draft Social Security Code, 2019 does not provide for a legal framework for universal and integrated rights based social security in India, the standing committee on labour scrutinising the code has said in its report.

The committee has pulled up the government for not declaring the indicated expenditure and source of revenue for running the social security scheme while urging them to include unemployment insurance as part of the code for the unorganised workers so that unprecedented labour market situations can be well taken care of. The committee has submitted its report on Friday.

The labour ministry has amalgamated 44 labour laws into four codes. While the Code on Wages has been approved by Parliament and notified, the Industrial Relations Code, the Code on Occupational Safety, Health and Working Conditions have been submitted by the standing committee to Parliament after scrutiny and are likely to be tabled in Parliament in the upcoming monsoon session of Parliament.

“The present Social Security Code, 2019 as introduced in Lok Sabha has withdrawn the commitment of the government to provide a legal framework for universal and integrated rights based social security in India,” it said in its report citing the earlier two drafts of the Code on Social Security which it said firmly reiterated the government’s commitment towards a rights based universal social security system for all workers.
