India Is Giving Its Migrants The Licence To Skill

In an effort aimed at providing job and self-employment opportunities to migrant workers in their home states, the ministry of skill development and entrepreneurship has chalked out a comprehensive plan to impart skills training and certification to three lakh migrant workers in 116 districts across six states over the next 125 days.

However, benefits could be restricted to workers who are willing to stay in the district for at least one year and training would be limited to job roles for which placement opportunities exist at the local district levels and where bank loan facilities are available to encourage self-employment in the identified districts, people familiar with the development told ET.

The move is in line with the recently unveiled Garib Kalyan Rojgar Abhiyan and comes after the government has mapped reverse migrants in the states of Bihar, Uttar Pradesh, Madhya Pradesh, Rajasthan, Jharkhand and Odisha for their skill sets. The initiative will be funded from the Rs 12,000 crore sanctioned under the ministry’s Pradhan Mantri Kaushal to be spent on training one crore youth during 2016-20.

“Centre has sought a batch-wise list of migrants, who are willing to stay in the district for one year, and job role wise classification to be shared with the National Skill Development Corporation by July 5, 2020 following which training will be imparted,” said one official.
